Okay, I know you LT1 master mechanics are out there and I really need your advice...

I have a 95 Caprice Classic with the LT1 with 45K mls. This car was bought new and is not an x-squad. The problem: The starter will not engage when turning the ignition to start. The dash gauges come on, the temp guage fluctuates irratically, their is a whirling noise coming from the air flow box, but no noise from the starter-- not even a click. Here is what I've done to date:

1) replaced the starter
2) when I jump across the starter solenoid, the starter "DOES" engage
3) replaced the neutral safety switch
4) tried two different ignition keys (in case it was caused by the chip on the key)
5) cleaned both ends of the negative battery cable
6) cleaned both ends of the positive battery cable--the end at the battery and the end at the fuse/breaker box in the engine compartment .
7) measured the cable continuity using a Fluke Multimeter, with both battery cables disconnected from the battery---got a reading of ~4 ohms on both cables.
8) tried three different batteries--all of which work fine in another cars
9) checked the breakers in the breaker box inside the engine compartment--all okay
10) checked the (2) anti-theft 10 AMP fuses in the fuse box -- both okay.

One last note: when turning the ignition key with the headlights on, the headlights do NOT dim (under load) as is customary when turning the key to engage the starter.

I'm real close to burying this car in my back yard and converting into a flower garden. Any ideas???????? Thanks alot!
